Identifying and Controlling Threatening Airline Passengers

Executive Summary: Airlines have a duty to exercise the highest possible degree of care to protect passengers from the foreseeable assaults of fellow passengers. If passengers are injured as the result of such assaults, the airlines are liable for those injuries. The best way to limit that liability is to prevent potentially violent passengers from boarding airplanes in the first place. When such interception fails, it is often possible to track conflict escalation through these stages: frustration, agitation, belligerence, and physical violence. It is the flight-crew's responsibility to notice such escalating conflict and to take steps, including physical restraint, to protect the other passengers.
